Tropical Storm Julia Forms
Tropical Storm Julia has formed inland south of Jacksonville, Florida. A tropical storm warning is in effect along the Florida coastline near Jacksonville and a portion of the Georgia coastline. Julia is expected to remain over land and drift slowly northward over the next couple of days. The primary impact will be heavy rainfall, with 3-6 inches expected near the coastlines of NE Florida, Georgia, and South Carolina, with local amounts up to 10 inches possible. This has the potential to create flooding hazards. Gusty winds up to around 40 mph may occur near the coastlines of NE Florida and Georgia as Julia moves northward tonight and tomorrow.

How many tropical storms have had advisories initiated when the center was over land? My guess is that number is awfully small.
It’s not very common, but it has happened in the database several times.
